How can I get the noise level down?
We live in a duplex and we have the upstairs apartment. Our downstairs neighbors are extremely inconsiderate as far as noise level goes. The girlfriend, who moved in a few months ago, doesn't work or go to school. She just listens to music all day long as loud as she can, making it sound so loud that you'd think it's inside our apartment. The couple also fights almost every day, to the extent that they're screaming expletives at each other. I'm a junior in college and have a lot of studying to do. I work second shift, so daytime is my study time. I can't study with her down there blasting her music all the time. My school is 20 miles away so it's not practical to be there on days when I don't have class. Since it's a duplex, if we complain to the landlord, our neighbors will obviously know it was us. Am I basically out of luck? Moving out is not an option, the rent is super cheap for the area/size of the apartment and as a college student that is necessary to me.

I didn't anticipate the rudeness in answers...why don't I want them to know it was us? Gee, I don't know...maybe because I have to live above them?

You could go downstairs and politely ask the neighbor to turn down her music. There's a slight chance that she doesn't realize that you can hear her. She may not realize that you are home during the day, or if she does she might assume you're living a life of leisure like she is. If you decide to go this route you should keep the interaction brief and light hearted. The music is driving you nuts, but (I'm assuming) this is the first time you've mentioned it to the neighbor. Something along the line of the following should work: "hi, would you mind turning down your music a little for a few hours? I'm trying to study, and I keep getting distracted by your tunes."

I probably wouldn't go this way myself, I'm non-confrontational. I'd buy ear plugs or turn my own music up.

As far as the fighting goes - as soon as you feel that the neighbors may be at risk of hurting themselves or each other you have a very good excuse to call the police and report not only a noise complaint (most cities have a noise ordinance) but also a potential domestic dispute.

Calling the police is not the same as calling your landlord - if your downstairs neighbors are so loud that they are driving you to distraction it is reasonable to assume that other neighbors can hear them as well. While you're right in assuming that other neighbors wouldn't call the landlord they might call the police.

Realistically, you're not gonna be able to change the behavior of losers like that, so the options are to move or put up with it.

You either call the landlord or deal with it. I would call the cops & pretend your another neighbor complaining about the music.

If you haven't asked them to lower the volume, you need to do that first. You should try that before you go to the next level. I've had neighbors do rude stuff, and if I complained they usually changed (a little bit at least). You need to complain to the manager and maybe the police. There are noise ordinances in most cities and it sounds like they may be violating them.

You should/could also call the police to report a domestic violence situation if you think the arguing is going that far.

Buy some noise canceling headphones. They really work great!

First) Ask the neighbor to turn it down please...
If it happens again) Ask the neighbor to turn it down or you will complain
If it happens again) Call the landlord (you gave her two warnings)
And again) Call the landlord and tell the landlord you are calling the cops

Check your rental agreement, some have clauses that consider loud, inappropriate noise a breach of contract and can get the noisy neighbor evicted. If the landlord won't give warnings to the noisy neighbor, then both the neighbor and the landlord has breached the contract and can be taken to court. Hopefully things won't get that far, but you have to let them know you won't put up with it.

Best of luck

If it bothers you you have to do something about it.

You can make an anonymous noise complaint to the police.

You should also document the day, date, and times of every event and how long does the event happen. You can complain to the land lord (in witting, certified mail) and if it persists you may be able to sue the other tenants for continuous disturbances.

Each city has their own land-lord tenant and noise ordinance. Check what the local laws are before taking any legal action.

Maybe in the mean time - ear plugs?

Good Luck!

"Since it's a duplex, if we complain to the landlord, our neighbors will obviously know it was us."

Sounds like this is your problem. YOU are too timid.

Why don't you want them to know that it is you? Afraid that they will scratch your car or something?

People like this will be walking over you for the rest of your life. Either learn to be assertive, or learn to get used to being abused.

Next time that the music is loud, why not go downstairs, knock on the door, and when she answers say, "I'm studying. Can you please turn your music down? thanks."

Either that, or just bang on the floor like everyone else does.

===edit===

The answer is not rude; just a little tough love. YOU need to be a little more assertive and quit worrying about trying to please everyone. Tell her to her face to turn it down. No need to be nasty or angry; just be calm but firm. Most people will be considerate if you simply ask them to.
