Yes you can buy as a non US Citizen in any State. However, if you're currently a resident in Europe don't bother with trying for a US mortgage nor UK either. Mainland Europes rates are a good 2% below either and even if you're domiciled in the UK you can get a Dollar loan from Europe. Typically 4.5% but it can be as low as 2.3% dependent upon several factors.
As for the buying process...easy. Find a Licensed Realtor and appoint them as your buyers agent but do check them out first. Best to find one who either specialises in helping non nationals. Why? Well, they should also be conversant with **FOREX issues. (**Foreign Exchange.)
Transferring money via a standard high st bank outside the US loses most offshore buyers an average 10,500 Euros / GBP 7,500.
Good luck whatever your decide and do remember owing a residence in the US doesn't permit you to work there. That's a separate issue.
