Talk to him/her about it first - find out for sure it is not somebody else like a former maintenance man or a former tenant. Maybe ask to have new locks installed.
Rule out the "legitimate purpose" route - you know, for maintenance, repairs, etc...
If that doesn't stop it, you have a major issue and you need to proceed quickly and accurately - check the local courthouse to see if they have a landlord/tenant rule book or something similar to help you follow the correct court enforcible procedure.
I don't know why some people go into their tenants places, but I hear about it often. It's a bit weird and I would be concerned about it. |

Normally the landlord has a right to enter whether or not you are there with reasonable notice. Typical is 24 hours notice.
The landlord does not have a right to harass you. |

Go over your lease agreement , it is pretty standard you have to be notified at least x hours or days before ANYONE enters so remind your landlord of that clause and if it really bothers you, yes, call the police next time!

If you have a lease I'd be pretty sure it states that he has to give you 24 hours notice before entering your apartment. While you can not deny him entry, he must comply with the 24 hour notice. He is not free to just walk into your house unless there is a TRUE emergency. |

If it's not an emergency, your lease should require notice to you. Act adult about this. Read your lease carefully. Prepare a letter to your landlord about this issue, requesting that proper notice be given to you. Talk to your landlord and give them the letter, keeping a copy. Be prepared to move.
It's NOT necessarily illegal despite what others said. It may be a lease violation. You can file in small claims court based on lease. Better to move rather than get into a battle if your talk doesn't resolve issue. |

Review the lease sees what it states, does your state have "dead bolt" law like in Texas that all properties have dead bolt for all outside doors if it is a rental property.
Lease agreement it may give the landlord x amount of x's per year to inspect the propery however check for notices.
Many other issues come into play I don't have all that I can answer |
