If you don't mean legally, I think you should move there whenever you know you have a steady job there. To live in certain parts of England is usually more expensive than America or Canada. Only go if you are financially stable and are 100% certain that you want to move there.

yeah its 18 in most places to rent though its really up to the landlords discretion. some may take 16 year olds whilst others will only take 21+
if you're buying a place you can do that at any age jus make sure you go through a lawyer to keep things on the straight and narrow! Good luck!
