You need to look at the prices for the last few year and try to find out if they are correct or will be correcting.

make sure you get a realtor who is a 'buyers' realtor and not a sellars realtor.
also make sure your realtor does not represent both the buyer (you) and the sellar!
Get it appraised and make sure that there is an escape clause if it doesnt appraise for what you bid

Get preapproved for a loan first. If money is an issue and you have none for down payment, try to get 100% fianancing. I am assuming you are pretty young and will not stay in that home forever. So why pay so much when you don't have to. You need the extra cash to pay me for this advice or spend on furniture and repair for the house you will buy.
With loans, ensure that there is no prepayment penalty and preferably a fixed rate loan. ARM LOANS are okay if you sell before they adjust or can afford the readjustment. Interest only are good too since all your payments are only interest so its lower. But both are good overall if and only if you are only keeping it for short term. ie, less than 5 years. or refinance later.
Anyhow, things you should aware of is:
Closing costs: Money that you will pay when you close the deal. This is negotiable, and do your best to have the seller pay for all of it.
Second: If you have a realtor, expect to put down earnest money ~$500. Ensure he does'nt make you sign an exclusive clause which means he still gets commission even if you find the home yourself.
You will also be paying for an appraisal ~$450, and ~ home inspection ~ $300.
Always pay for this. Don't be cheap. It is a must do.
Also at closing you will be signing a whole lot of paperwork. Don't be intimidated. Make sure your loan terms are what you want and for the most part all is good.

1.Be picky, but don’t be unrealistic. There is no perfect home.

2.Do your homework before you start looking. Decide specifically what features you want in a home and which are most important to you.

3.Get your finances in order. Review your credit report and be sure you have enough money to cover your downpayment and your closing costs.

4.Don’t wait to get a loan. Talk to a lender and get prequalified for a mortgage before you start looking.

5.Don’t ask too many people for opinions. It will drive you crazy. Select one or two people to turn to if you feel you need a second opinion.

6.Decide when you could move. When is your lease up? Are you allowed to sublet? How tight is the rental market in your area?

7.Think long-term. Are you looking for a starter house with the idea of moving up in a few years or do you hope to stay in this home longer? This decision may dictate what type of home you’ll buy as well as the type of mortgage terms that suit you best.

8.Don’t let yourself be “house poor”. If you max yourself out to buy the biggest home you can afford, you’ll have no money left for maintenance or decoration or to save money for other financial goals.

9.Don’t be naïve. Insist on a home inspection and, if possible, get a warranty from the seller to cover defects within one year.

10.Get help. Consider hiring a REALTOR as a buyer’s representative. Unlike a listing agent, whose first duty is to the seller, a buyer’s representative is working only for you. And often, buyer’s reps are paid out of the seller’s commission payment.

Interview your broker. And then another one, and maybe one more. Work from a friends referrals, if someone you like used Broker A and was happy, chances are you will be too.

In addition to the comments already provided here, check to see if you qualify for any first time home buyer loan or grant programs. If you can obtain help in buying your first home, take it!

Know how much you can afford, expect the unexpected, save up as much as you can, save some cash after your deposit/down payments for those initial expenses of getting moved in, utilities turned on/transfered and the inevitble issues that arise.

Make sure everything is in writing. If your moving into a condo or association make sure you know how much/when you get billed for that. Make sure to get a history of the association to so you can consider fee increases in what not.

Remember too that you will probably have to pay sewer, water, trash and other utilities you may not have had to pay before.
