You live in a private house. OK that bits easy. You want to move in another council. Do you mean you want to move to another council area? You want to move from Haringey to Hackney? OK If you own your house you'll probably have to sell it. If you rent then you'll have to look for a house to rent in Hackney. You'll have to inform your current landlord that you are moving. You'll have to give him notice, probably a month. You'll have to look for a house to rent, and/or go on the council waiting list to get a council house.

Simple, you find a private landlord in Hackney who has a flat that you can afford. You contact the council in Hackney and apply for housing benefit. Exactly like you did when you started claiming in Haringey.
