It does sound like your landlord is double-dipping, but you need more information. Check your state's laws and the rental agreement. Most states I'm aware do not allow a landlord to collect two rents for one unit. However, if your agreement allows for a flat early termination fee, then I don't see how you can argue it is unfair.
Your early termination fee covers more than vacancy rent. It would also cover any reduced rent or concessions offered to the new tenant, manager fees for showing the unit, and advertising. And who knows, maybe another tenant transferred to your old unit and your lease is covering the other vacancy. You're at a disadvantage in that you don't know the situation. |

If you agreed to a flat fee to terminate the lease, then you have to pay. That is the cost of breaking the lease. If you are continuing the lease, then you should not have to pay. It depends on what was done in your situation, but if they terminated your lease for a set fee, you're out of luck. |

In Washington at least, that is illegal. Even if you broke your lease, the landlord can't collect double rent if it's now being rented.

Generally they are allowed to charge you rent until the unit is occupied again, but it depends on what is written in your lease and what you agreed to when you signed it. Go over it with a fine tooth comb, and if it doesn't state anything in there about your situation then contact the housing bureau in your area for information specific to your area. |

Once the landlord has rented the apartment then you should not have anymore obligation to pay him. Take him to court to get a judgment. |

Generally it's not legal (but may depend on your state). A landlord should not be collecting 2 sets of rent on the same apartment. You should be able to go to small claims court and get your money back for any months which the property was occupied by someone else. |

The law is different in each state. If you know forr sure your old unit is rented go speak with the complex manager and ask fo an accommodation.
The big thing here is a lesson you have learned the hard way. never sign a legal paper without knowing what it means. Consult a lawyer if you need to but don't just take the word of the person handing you the paper
