I have clogged sink. If I notify my landlord in writing can I repair it and deduct it from the rent?
I have notified him verbally. Is there a specific number of times I must notify him before I get it repaired, deduct it from the rent and provide him with the reciept for the repair?

You will be evicted if you withhold rent for this. Your landlord is under no obligation to fix a sink that you clogged. Even if your landlord comes to fix it, he may charge you for his time. Buy some Drano, or a plunger.

You can only withhold rent for items of habitability such as heat, water supply, health concerns, etc.

In general the landlord is not responsible for clogged pipes. You clogged them, therefore you are responsible for fixing them.

tell him your plan first so you know there shouldn't be any problems later.

I don't exactly know. However, I would suggest you send a certified letter. (A letter that they have to sign for to receive it, and then you get notification when he does.) This way if he gives you any problem, you have proof that he received the letter.

Get his approval in writing.

I get a clogged sink a lot. I just straighten out a coat hanger, and jam it in there a few times. Works like a charm!

You can't deduct it from the rent. If you haven't sent him a written notice I would do so immediately. If he hasn't responded in a reasonable amount of time you can report him to your local housing authority. Make sure you record all the dates and times and keep copies of any correspondence sent. It's possible that if you have to pay for it yourself you may be able to get your money back through small claims court if it goes that far.
