In order to start your own country, you need only make the declaration that you have formed your own country. Whether or not you need building permits is up to you and the laws you make in your country.
When declaring the formation of your country, be sure to have a sufficient amount of resources for your national defense. The country that previously claimed the area where your country is located will no doubt be upset by your declaration, and may, in fact, send their military forces to pursuade you to un-declare your newly formed country. You will probably want to either acquiesce to them, or fight. And, if you decide to fight, you must decide to win. And, to win, you need appropriate military and strategic resources.
You'll also want to make sure that your country has some kind of valuable resource or commodity that you can trade with the rest of the world so that your country has a viable economy.

funny, but in general you will have to go out into international waters, then maybe build a floating platform, but us national security interest can keep you far away from the CA coast line |

First, pick a location. Then find out who owns all the various rights to that location. This can be very difficult in and of itself, as any single stretch of off-shore real estate may have several dozen "owners" of various land rights. Negotiate with each controling party and secure binding contracts giving you permission to construct permanent structures. You have to do it this way because none of the organizations who have interests in these areas are goign to out and out sell you the land, just limited permissions to use it.
Generally speaking, if you are far enough off shore that a large structure like what you are proposing would be totally submerged, you are outside the direct jurisdiction of any political entity that would require permits to build. |

Hey by law you can declare your self a seperate country as was done off the coast of england in an english fort called Sea something. What you need to do is to make sure that no one has touched the ground for 3 years and that its not under any control of any other country you can make your own laws and such your "legal papers" would be with the UN united nations and if your wanting a partneri could generally help because i was thinking of soemething close along the lines. What would be good is an island to start off with, but depending if your well supplied in money you could simply construct your own "land" which has been done before either way i will be happy to help good luck and email me! |
