Why not offer $99,900 and perhaps the seller will counter at $109,900 - only $5K more than your proposed offer in this posting.

I would make this offer only if the house has been on the market for more than 90 days and the condition is not to brag about.

No. The selling price is just a starting point. The sellers will most likely counter bid, and you have to negotiate from there. If another buyer offers the amount the seller is asking for though, the seller will take that bid.

Lot of factors at play here. If it was appraised below their asking price or there are serious issues with it no. If it is appraised at or above their asking price then yes. Generally speaking the realtor determines the asking price for a home with approval from the owner. The owner is looking to pay off their mortgage and make enough to pay the realtor and possibly put a down payment on their next home. Most people put what they would like to get first with some wiggle room built in but it is usually 1 or 2% of the asking price. Going that low on your offer is sure to get a rejection unless they are desperate.

Not at all. We are in a buyers market and any offer is OK. Even if the seller does not counter, you could always raise your offer again.

No, it's called a counter offer...I've seen people counter at nearly 50,000-100,000 lower than the asking. I'd get an agent if I were u though to make sure your terms include inspection, etc.

I think the offer is fine. Basically you are offering something like 12 % under the original price. The owner probably won't sell if he is not in a hurry, but he may meet you halfway. In my experience a house is usually sold 5-8% under the original price. If I was selling a house I would ask for a higher price to be able to negotiate.

It depends on the market and the area you are looking at. Unless you are in a very high demand area then my advise would be to offer what you would like to pay not what the seller wants you to pay. if the seller wants to sell they will bargain with you if not then you would have to pay more than what you want too anyway so don't worry about pissing them off.
I always list my house 10% higher than what I want to get. If you don't lower it then my gain.

Not in this real estate market. We went back and forth with the people who bought our last home. It got so petty (but funny) they tried to come down on the final price another $1000 and I said sure but you can't have the fridge.

Don't be afraid to offer anything or make weird requests...everybody does it! Good Luck!!!
