No you can't, he is not obligated to pay it.

What would a plumber do anyway? You need to call the water company and find out why they turned the water off. Sometimes they do it to work on the pipes, although they are supposed to tell you.

Of course you also may have neglected the water bill.

how long have u been trying to get in contact with them? did u give them 24 hours to get back in touch with u. leave a message stating if u do not hear back from them then u will seek out a plumber. u will have to pay the bill and then provide the receiept and deduct the costs from next months rents. but he must approve of this beforehand.

Why can't you get in contact with your landlord? Are they just at work, or are they refusing to return your calls. You should leave a message and wait 24 hours for a response before having the problem fixed on your own.
Thinking you can have your water fixed today is unlikely. You have to give your landlord the opportunity to fix your problems within a reasonable amount of time - 24 hours. Just because he doesn't answer the phone when you call doesn't give you the right to call a plumber on an emergency fix which usually costs a TON of money. The landlord legally wouldn't have to repay unless you've given him ample time to fix the problem and he doesn't.

Cant understand why you should have no water - do you mean hot water? Anyway -

The Landlord is obligated to provide and maintain certain things with regard to utilities/ heating etc. The Tenancy normally stipulates something like the Landlord agrees to 'repair and keep in good order' such things such as heating and water and you usually have a duty under the Tenancy to report faults. As you cant get hold of him/ her it would be entirely appropriate to sort out the problem and pass on the bill. The Landlord would have had a duty to sort out the problem anyway, so cant have any complaints as long as the bill is fair and reasonable.

if u pay rent or housing ben. yes u can and must most landlords think because they own the house they something special and treat tennants like crap so get the most expensive one and let then bill him direct

Depends on why you don't have water.
Obviously, did you pay the bill? If yes ...
contact an attorney. In Illinois, I know there is free legal help for landlord's not doing their jobs. I'm sure there is similar help in other states.

Good luck ... if you paid the bills.

First phone the water board. If you call out a plumber and all the street had been disconnected the landlord would not have to foot the bill. The landlord should have given you an emergency contact number: it is his job to be on call 24 hours a day. So, if what you say is true and the problem is not with the mains water then call a plumber. Whatever you do, do not withhold rent, that was one thing I was advised. Get your landlord's agreement to pay the bill retrospectively, but if you withhold rent the landlord has something he can use against you.

If you have no water at all then the plumber will not help you. Go the the street and find the water meter and see if it has a lock on it. If it does then someone did not pay the water bill. If the meter is not locked look and see if the meter is spinning, if it is, no you have a problem with a broken pipe and by now the water should be comming up to the surface somewear in the yard or under the house and you need to turn off the water at the meter, because someone will have to pay for all the water. If the meter is off and not locked someone is playing a trick on you, and just trun on the meter. Hope this helps
