In some states, they can come in, but they have to give you a 24 hour notice that they intend to come in. |

Yes. They can do that. If something needs to be fixed or there is an emergency in the building (fire, flood) they can just open it up and come in. If your roomie had a problem with it, you should have explained you aren't comfortable w/ them just walking in, so please come in when you aren't home. Communication is the best thing when you rent an apartment! |

Yes. Bottom line is..."they" own the premises, you don't. Nothing you sign or don't sign prevents the owner from entering his/her premises.
That's just the breaks when it comes to renting. |

You gave them consent to enter the premises when you requested the repairs.
They don't have to give you a time, only 24 hours notice, or if you request a repair or maintenance, ion the case of an emergency or damage, no notice at all.
You cannot change the locks without their consent. You have altered the property. Their property. You need to give them the key asap. They have every right to enter their property, with notice, or in the case of emergency. Most leases strictly forbid altering the property, including locks. In some cases this is grounds for eviction.
You live in a building where they actually respond to maintenance calls, that is a very good thing. In your position, I would be as cooperative as possible. |

First and foremost, I strongly urge you to give your landlord a copy of the key to your apartment. I am pretty sure you are NOT allowed to lock them out of what is technically *their* property. That's the first thing I would do: confess that you changed the locks and give them keys.
Second, read your lease. Everyone here has given good advice about reading the fine print to find out whether they have to give 24 hours notice (except in cases of emergency). If there's no notice clause, they might be able to come in whenever there is reason to come in (such as you requesting that they fix something in your apartment). There's a very good chance that no matter where you rent, your landlord is not going to be able to "make an appointment" to repair something. They may have multiple properties, and their maintenance people come when they are able, based on other priorities in the building(s). Even if they only own your building, they may be part-time landlords, so they may only be able to get to things once every couple of days (again, based on priority).
I want to stress again that you may have done something ILLEGAL by changing your locks and not giving them a key. Please, for your own good, talk to your landlord about that and provide them with the entry they are entitled to as property owners. Then, read your lease, and communicate with your landlords. Even without a notice clause, they may be willing to provide you with notice before they come in to do repairs that you have requested.
If all else fails, check with some housing places or local universities around town to see if there is a legal rights center that would be able to advise you for free or cheap on what your rights are as a renter. |

Yes they can. YOU called in a request for service that didn't require immediate repair (not leaking water, flooding a unit, etc) and we get to those in the order they come in. That can be the same day or a few days later. They knocked, got no answer, assumed you were not there, and went in to do work that you requested. They can also enter with 24 hours notice to you or if an emergency occurs (say your hot water tanks leaks to the apt below). The thing to keep in mind is that you are renting someone else's property and they have certain rights to protect that property from damage. Our apt leases say we may enter the units for a 1/4ly inspection to include changing furnace filters.This is part of the joy of renting. Also-our lease (as do most)strictly forbid changing locks and not giving a key to the office. See that part again about a water leak in your apt pouring into the unit below you at say 3 am. |

Technically, they can so long as they don't violate your "enjoyment and peace." This is known as a Covenant of Quiet Enjoyment.
That said, most landlord are keen enough to include some sort of clause in the lease contract that allows them to enter the premises. I would read the fine print, and if you can't find anything of this sort, complain about it to them. |

In most cases, the apartment personnel is suppose to give you forewarning before entering the apartment. Usually they place a notice a day ahead of when they are coming out to inform you. But entering at any given moment is a no-no, and you should bring it up to the managers attention. I once lived in a condo and the owner would pop in periodically. He would unlock the door even while I was home. I finally got irate and changed the locks, and he tried it again. This time he couldn't enter. But you really need to inform them that this is a major breach and you are aware of tenants rights. |

Look in your rental agreement. It should spell out exactly and under what circumstances their maintenance personnel can enter.
Generally, maintenance should knock before entering any residence. If there's an urgent situation that requires immediate attention, like a busted water pipe, gas, etc then they can go right in.
But consult your rental agreement and point out to the manager that the maintenance person should have knocked BEFORE entering and upon entering should announce their presence in a loud voice. At least that's how they did it at other places I've lived. |
