Is a manager allowed to say you are being evicted to a potential new landlord?

Yes, it will appear on your credit report pretty soon anyway, that way every employer and landlord will know what kind of person you are.

Of course it is allowed, if you are truly being evicted. There is no law preventing your current landlord from telling a potential landlord the truth about such a situation.

If it's true, then yes, absolutely.

If it's false, then no, it's possibly libel.

Yes he can disclose that information. However, he would be stupid to do it if you are still living in his property. That just makes it harder for you to move out. If it came to a point where he is evicting you, he would want you out without any problems and would be foolish to tell a potential landlord.
But if you have already moved out, then yes, he should always tell the truth.
My way is to only answer the questions I am asked and nothing more. And if asked if I would re-rent to you, I would just say no.
