Is it acceptable for an estate agency to charge a tenant..?
...admin fees?

I'm trying to rent a flat and just realised on the estate agents application form there's a £60 admin fee for applying - I feel this is ridiculous just wondering what the norm is - am i in my rights to refuse to pay?

If you are in the UK you need to contact your local trading standards and explain it to them. They will advise accordingly to see if the agent is operating within the law or not.

Your £60 fee will be to cover the credit searches that they will do. In my experience that is a very low fee. It cost us £200 in search fees 18 months ago when we applied for our rented house through an estate agent.

It used to be called Key money I think and the practice changed to an 'admin' fee. It probably amounts to the same thing and the only time in the past I ever rented a flat I paid it. Begrudgingly. You could ask what the admin involves for the amount of money asked for but in the end if they want it, you pay it. Sorry.

i rent out property and they charge the tennant for credit searches and letters of reference and that is normally £60.

they will not help you if you refuse to pay
ussualy the £60 is for references that they do through a third party
it is norm but this is only done at the start of the tenancy

Ammo
Nope you have to pay it - also when you sign up for a further 6 or 12 months you have to pay more admin fees

a licensed agent/or licensed management company can ask for a fee..
you can ask them why?
it is up to them to wave it or not..
the ..agent usually gets paid by the owner asking to find a good renter..
the fee they will tell you is to confirm your application...and to cover fees if they incur any in confirming your application.
good luck

It's the norm when renting through an agency. Find a private landlord - look in your local newspapers.
