if you live in the uk then it is a legal requirement for your landlord to provide hot water, if you're outside uk then laws very massively. Go to the Citizens Advice Bureau to find out how to take action against them.

Greetings!

Have you ever heard the term "cold water flat"? In major tenemants in NY and Chicago it is not unusal to see older buildings that don't have hot water all the time.
They only provide it when the heat is on and the boiler heating the radiators also heats the hot water supply.

Good Luck

Usually you need to sign a specific waiver for your landlord to not supply hot water.

we are responsible for having hot water. we don't pay our gas bill we have no hot water. but if the landlord is responsible for the utilities and its included in your rent then you should look into some legal recourse if he refuses to take care of it. Hes also responsible if it has something to do with disrepair.
