If you aren't borrowing money you can do it. Otherwise your bank will want an appraisal, and for your own safety you should always get an inspection. |

Inspection--possibly, but most lenders require it. Plus as an investor, you want to know what you're getting into--will you need new wiring? New plumbing? Unless you're tearing it down, you're going to want an inspection. It takes 3 hours.
Appraisal--if you're getting a loan, no. You're lender won't give you to the loan if it's not appraised. |

It is possible to waive inspections and appraisals if you are not getting financing and are paying cash - or going strictly with only seller financing. If you are getting any kind of mortgage, the lender will insist on appraisals and inspections as part of the terms of the loan. |

If you have the money, you can buy whatever you want without appraisals or inspections... you may end up buying a headache, but you sure can. Appraisals are only needed if you plan to finance the property. |

You can certainly wave the inspection, but not an appraisal. And if you are a wise investor - you'll have a full house inspection. |
