Definately your landlord. Maybe you had enough of him already and want to move out ? Here is my alternative from someone who NEVER rents from landlords EVER ! Because I believe the market is unfair to tennants in the UK.
Hello and thank you for your excellent question and coming to yahoo answers by the way and do not pay to fix those taps (but beware the landlord will want to rip you off for the water bill) so you might have to take him to court !
Well i am a teacher from West london and I can have a great Hotel room (family room for 3 adults or 2 adults and 2 children) for 19 pounds per night.
Even if i stay 30 nights a month that is under 600 pounds and it includes all bills and tea and coffee.
I have to book these rooms at least 21 days (preferably one month for more choice) in advance so it is like a months' deposit, but then i have paid my month of rent in advance as well and have nothing more to pay.
In reality nobody stays every day in the same place so the actual price is about 400 pounds a month. If this is divided by 3 adults (there is a sofa bed) then it is under 150 pounds each. Life is hard and cash is hard to come by.
Unless one is receiving housing benefit (not payable in a hotel) there is absoutely no reason to pay a private landlord.
I was offered council accommodation in Camden but hell, it is like over 100 pounds a week and plus bills (and council tax!!!) what a rip off !
So I choose my hotels any time !
When not in the hotel you can sail to France on overnight boats they are 20 pounds return, so you save cash and have the weekend in France. (Handy for the dentist).
A hotel in France is normally around 30 euros a night (for 2 people) in the port towns so be like me a winner all round and even in Covent Garden i paid 19 pounds for my family hotle room (booked a month in advance).
The hotels do this because they need to fill up the rooms in this economic depression as there are not many US tourists as they all got screwed by the banks and real estate agents, as we all know now.
So make the most of it while you can !
Formally inform your landlord about the taps by the way by registered post and get legal advice from the Citizens Advice because landlords can be TOTAL bastards (i am not exaggerating, just try getting your deposit back) !!! |

If the taps were leaking/in poor condition when you moved in and this was noted on the pre-tenancy inspection then it is the land lords responsibility. You are responsible for maintenance resulting from general wear and tear or abuse of fixtures and fittings. You could take up this matter with a solicitor to find out who is responsible for what, but their charges to look into it may well exceed the cost of replacing or fixing the taps.
Get a quote to get the taps fixed and try to negotiate something with your landlord about the bill (before you get the repairs done). Make sure you have the landlords permission to proceed with the repairs, you are only required to repair/replace with someting of a similar type or standard (unless building codes require otherwise), anything the landlord requires over the bare minimum repair/replacement required is definately their expense. Ask them to pay the bill as they will be able to claim it as a tax deduction and you then pay them for your portion of the costs. They should also be able to get the repair done on terms which will give you time to come up with the money to pay for it if required. |

No it's your landlord's responsibility. Check your rental agreement though in case it specifies that you are responsible for wear and tear on the fixtures and fittings - but usually wear and tear is the responsibility of the landlord. |

Unless you have a commercial full repairing lease, it is the responsibility of your landlord to repair the fixtures and fittings.. Have a look at your tenancy agreement. Be wary about involving Environmental Health as landlords invariably use this as an excuse to evict. |
