Cooler as in the fridge? Legally a landlord is not allowed to disconnect the utilities or electricity to a tenants unit in order to make them move, you can call the police on the landlord as this violates a tenants rights.

No. First of all, it's discrimination. If they've broken their leasing agreement in any way, they can be legally evicted (30 day notice). If they are paying for electricity, you have no legal authority to touch their AC unit except for necessary maintenance/repairs. If, when they signed their lease, they were signing for an apartment which includes air conditioning, you have no legal right to touch the AC unit either.

not if it states you have one in working condition on your lease. contact a local attorney to go over the terms of your lease w/ you if you don't understand them. most are ready and willing to do so, sometimes for a small fee. good luck!!

The cooler? Is that the air conditioning? If air conditioning is noted as being provided in your lease, then it must be provided. If it's not mentioned, then he doesn't have to provide it. Call the mayor's office and ask for the phone number of the department that handles landlord/tenant issues. They'll be able to tell you what to do.

In some states, I don't believe so. If they have a contract that shows the cooler was there and working when they rented, the landlord is responsible to repair it or replace it to keep it working.

I don't know about you, but every house I ever lived in the refrigerate is plugged in at the wall behind it. You should just plug it back in.

The landlord can shut off all utilities for non payment of rent. If you are living there, using electricity, water, gas, you are causing costs to go up, other tenants will have to pay for. Landlords rent property to make money. If their rental property is not returning 10% on investment, you invest your money elsewhere where it will return a better rate.
