Not only in CA, but in every state this would be illegal.
If in fact you have proof that she took them and you have a tenant/landlord relationship you should immediately contact your local police. If your tools are worth 10K, she has committed a major felony and there is a very good chance she would be arrested. It is illegal for a landlord to remove any property from a place they are renting out. You could also go after her in civil court for your lost wages. |

Sounds like time to call the police.
thats theft.
She cant hold your own property until you leave.
Call the police, they will mediate for you too.
Then you can sue her for your lost wages, or even try to see if you can deduct from the money you owe her.
Of if you want just subtract it when you make another payment to her.
Then she can take you to small claims court, but at least through all that time youll have a place to stay and the burden will be on her to collect against you instead of you having to collect from her |

Indeed, this sort of "self help" is illegal. Your landlord has just opened herself up to a lawsuit. You should retain experienced landlord/tenant counsel immediately to find out what further rights and obligations are involved. Contact your county bar association or tenants' rights group for a referral. |

That isn't a civil matter, that is theft.
You actually need to call the police who will order the landlord to return the items (it was breaking and entering) and they will inform him that if he feels you owe him money, then he needs to sue you.
But TAKING YOUR TOOLS is criminal and he can possibly be arrested.

that is SOOOOO against the landlord and tennant act so yeah you're lanlord is very dumb and could get in MAJOR trouble for that. technically they are no different than any common thief in this situation. and no unlawful detainer would support what she did. get a lawyer and get your stuff back and move out anyway. no one should put up with that crazy crap! |

the whole situation sounds very dodgy - is there something like a Residential Tribunal or your area that can hear your case (it should be free)? You need urgent professional advice. |

States vary greatly on the Landlord/Tenant issues so you will have to check with your State Attorney Generals Office to acquire the Statutes and discover your rights or lack of rights. I'd call the police immediately and report the incident. Get it on paper so you have documentation to back up your side of the story. Obviously she didn't think you were a good tenant. She may be exercising her legal rights so you better move on this fast.
