Well I live in Alberta, Canada and here it is completely illegal for a landlord to not provide a tenant heat. If that was to happen we would call Public Health office and they would send out someone to investigate. The landlord would have like day or two to comply with Public Health. I'm not sure what you have there for services to help you but try calling your local government agency and they can direct you to the department that would deal with landlord/tenant issues. He should not have to pay for a heater in his house there should be something there he just might have to pay for the gas or electricity to use it when it's turned on but that would be normal. |
