Cash is ok, as long as he gives you a receipt EACH time, notating the date and the amount and your unit number.
What he claims as income with the government is not your concern.
DO NOT allow him to "give you a receipt later" or say, "I'll mail it to you."
That's the deal...or you'll pay by check. |

I don't quite understand what you mean. Did you hire professional cleaners? If you didn't, who do you think hired them? If the landlord hired a cleaner and used money from your deposit, what of it? He had to pay for the cleaning some way. No fraud. As far as cash for rent.....you got receipts didn't you? Never give cash without getting a receipt, otherwise you cannot prove you payed. If you have receipts, you have a record of how much you payed him.
Edit: I think when you say he took money as a deposit to clean, you mean he wanted a cleaning deposit from you when you moved in. That the apartment was already clean matters not. That money he took is to assure that YOU leave the apartment clean when you leave....if you don't, he keeps the money to clean the apartment. Sorry my first attempt to explain was not clear. It should have said "money from a deposit, not your deposit". Still, no fraud. |

Contact the Inland revenue. Sounds like he is trying to avoid his tax liabilities.
Your deposit is to cover the cost of repairing any damage you might do to the property. Your landlord can't use it for any other purpose, nor can he use it before you vacate the property.

I do hope you got a reciept. Without reciepts he could say you didnt pay the rent. Many people in the building trades here in the USA, will give you an estimate say to get a new roof. They will give you one price for the job, and a lower price if you pay in cash. There is no way of knowing if these people report this income. Do you know for sure that your landlord did not report the income? We have a rent control board, I assume you have something similar. If so thats who I would report this to, or your local tax collector. |

Well I am assuming you are from Great Britain, here, in the states you could just call or email the IRS, there I am not so sure...Maybe go to your local constable's office and ask them, good luck. |
