For one thing your Landlord is violating Federal Law under both the postal code and the Federal Fair Housing Regulations. I would begin by documenting everything back as far as you can remember. Be as specific as you can - don't embellish it though either, and then keep a very detailed record of this going forward.
Then contact the U.S. Postal Service and file a complaint with them. Check with your city or state where you live too because chances are, the landlord may well try to illegally evict you and keep your security deposit. That being said, google the Federal Fair Housing website and contact them. Again, you will need documentation of how long this has been happening. The better prepared you are the better the authorities can crash down on this landlord. Theft of mail is a felony.
Depending on your locality, he may be forced to no longer be a landlord and may face sanctions at the state and local level, not to mention fines from the Federal Fair Housing Administration that can BEGIN at 10,000 dollars and go up to a million dollars per occurrence.
My partner and I had a bad landlord who broke into our home to do a "surprise inspection" and to see if we "had a second cat". In so doing they committed a similar felony and I filed police reports. Under Ohio Law, when they violated our privacy, they violated the lease making it void. When we confronted them and told them they couldn't legally do what they did - they put an eviction notice on the door. That eviction, had it gone to court would have been non-enforcable, but we moved as fast as we could anyway.
There are a lot of bad landlords out there who think they can do whatever they want because they own the property. That's what ours thought too. My attorney advised me that when you rent property to someone, you relinquish control except in a certifiable emergency or if damage may be in progress that threatens other tenants. Mail theft isn't covered under either.
I'd avoid all confrontation with the landlord, look for a new place and let the Feds have at him. Best of luck to you in this terrible scenario. |

1. get definitive proof that your landlord has opened or has kept/stolen your mail. i'm not doubting you, but speculation ane hearsay won't cut it.
2. once proof has been gathered, than visit your local post office and speak to the post master.
3. your landlord is committing a federal offense punishable by prison time. there is a very good chance that the FBI could become involved too. make sure that you have documentation to support your claim.
4. think about moving. while your landlord cannot kick you out as a retaliatory strike...he will probably move to make your life a living hell by being a stickler to the letter of the lease. know your rights. if you only have a few more months there, might want to start looking now for somewhere else to live. i am betting if you got a conviction against this person for impeding your mail, it would be fairly easy for you to get out of your lease in court. |

Set up a mailing address/mailbox elsewhere. Either a post office box or a box at a place like the UPS Store. That may run you $10-$12 a month.
Install a separate, secure mailbox. The mail carrier will be able to deposit the mail, but only you will have the key to access it.
Consider moving.
And report him to the Postal Service. As others note, it's a federal crime. |

That is so illegal. What you need to do is report him to the police. There's no use in talking to him since he's done it before, and I'm sure you previously talked to him about it. And if he is keeping some of your letters, then he really needs to be taught a lesson. Don't let him invade your privacy. |

That is illegal. I would first confront your land lord and inform them that keeping another person's mail is against federal law. If they do not give you the mail back, than file a report with the post office, and with the police.
I am including a web sight with an extreme example of mail theft, but extreme or not, the penalty is pretty stiff! |
