You need to find your rental agreement/lease and read it. You should've read it and been clear on it before signing it, actually. It should state in there who is responsible for the various utilities, among other things. So take a look and see what it says about water. If the rental agreement says that you pay the water, then you will be held responsible for paying that bill. If it says the landlord pays the water, the landlord must pay the bill. If the landlord is responsible for it and refuses to pay the bill, contact the state housing authority.

If you do not have a written rental agreement, you could be S.O.L. It will be your word against the landlord's in a court of law.

Definitely read your lease or agreement, whichever you signed. There should be guidelines in there as to what you are responsible for and what he is responsible for. For instance, my landlord is responsible for the water and sewage bill. I pay rent and electric, that's it.

If you live in a rent stabilized apartment in NYC, the landlord is metered and not the individual units. Therefore, the landlord pays.

It may be customary in other parts of the state for the landlord to pay, but I know of no law requiring them to. Call up your town and ask if there is a law in your town that requires your landlord to pay even if you are on a separate meter.

The actual water rates bill is his, the amount of water used is the tenants responsibility. Same as electricity, you pay for what you use.
You are not required to pay the full water account, WATER USAGE ONLY. He should break it down for you so that you can see what you're expected to pay for.
If you rent through a real estate agent, then they should give you a copy of the full account indicating your payment amount.

don't know about New York but here in Calif most of the time the water is paid by the owner...but that is usually a convenience for apartment owners as it is too expensive to install separate water meters or heaters for each unit. Owners usually pay for water on homes they are renting out to tenants but are not required to do so. Simply put, if you don't want to pay water then you may just have to find a place where it is included in the bill. I doubt there is any law in any state that requires an owner pay a tenant's water or any other utility for that matter.

Do you have lease? What does it say? If it says landlord will pay then he has to till your lease is up. If not, well I guess your going to be paying your water bill.
