Most rentals include the water and power but some don't. You will have to check with your landlord.

depends on the owner of the home. sometimes utilities are included in rent, but with houses, usually not. with my house, water and sewer is included with my rent.

These are matter that are open to negotiations. Sit down with the landlord /agent and give them your offer. You have very little to loose and everything to gain.
