Yes it require to sanctioned your plan first from the Panchayet. Please also consult with any other advocate / consultant, who is engaged with the same matter. |

If there was subsequently an amendment to allow 2nd floor in your area, then you can approach the village panchayat to have the plan ratified. They will then ask you to pay a penalty to have constructed the 2nd floor without permission. But even as of now, there's no provision to allow 2nd floor in your area, then village panchayat has the right to force you to demolish the unapproved floor. In any case, it's best for you to consult a lawyer who is specialized in civil matters. |
