If they have painted the road and its not a private road it would be classed as criminal damage we do not normally own the road outside our own homes, the council do.
It is the council who would normally deal with matters like this, if the road has not been adopted by the council all the users of the road will have either access rights or possible a share of the upkeep of the road.

Not sure where you live, so...if you're in the UK, ask the CAB (Citizen's Advice Bureau) who will answer your question or will direct you where to get an answer. If you are in the USA, go to the Property Tax office and ask to see the deed on the taxable land for your house/yard--it will show what belongs to you and what belongs to them and what belongs to the government. I'd say, NO your neighbour can't do touch your property because it is your property, but I'd get official advice from the CAB, it's free. |
