It all depends if its a short sale or foreclosure. The bank want their net amount to be a certain dollar amount so if your offer falls under their desire net amount it will be accepted.

Look at what recent homes have sold for.

But the best data is what current homes are selling for now. Have your agent call other agents who have a property in your area of interest in escrow. Usually, if the agent is confident in closing escrow, they won't mind telling you the selling price. This way, you know if you are under cutting too much.

Cash offers are very enticing for any seller. If you are confident in buying this house, ask to do a home inspection done. IF you still feel good about it, then putting in a large earnest deposit to show that you are motivated really helps.

In this market of shortsales and foreclosures, the cards are stacked up against the buyers (usually). Keep looking for other opportunities. You never know what will come into the market.

if it is a short sale, don't even bother. if it is a foreclosure, you have a pretty good chance, especially because it is cash.
