Yes, legally & income tax-wise. It is assumed that you perform a service in exchange for rent. So whatever the general public would be charged to rent that same premises is renumeration. This is, however a good way to hide "income" as there is no paper-trail. BUT if you ever become disabled and try to get Soc Sec Disability, you likewise will get a lesser monthly amount precisely because you didn't declare the (free) rent as income on any tax returns.

yes indeed for up to 12 units the rent should be free, and if they do any repair work, yard clean up they should get a little money according to work involved...
from 12 to 20 units free apt and salary plus extra work, repairs, yard, etc.....
20 to 40 the same as above
40 and up same as above

You might want to check this with an accountant. This may need to be considered not a benefit but as salary or compensation.

I asked this question like this:
"If I own an appartment building and hire a property manager and give them an appartment to live in, is that a benefit or direct compensation?"

I received this response in the RentalPropertyManagement Yahoo! Group:

"My caretaker and property manager each have an apartment, and we treat it as compensation."

So if you meant salary or direct compensation when you said benefit package, then, yes.

No, it should be considered an office, and the apartment manager should be paid overtime for being there all night.

of course! rent/morgtage payments are most people biggest expense. if free rent isnt a benifit i dont know what is.

Of course! That is usually the main hook that gets people to take these sort of positions.
I'm a property Mgr. and I get these people to do this job with this hook. They are required to be on the premises for 12-18 hours a day. And that is the reason for giving them the free rent. They are actually on call 24/7, It's part of the benefit package.( but it ain't no benefit...lol)
