With regard to decorating, this is at the descretion of your Landlord (Father). Depending on your relationship with him, get any authorisation in writing to avoid future problems.

With regard to getting new windows, if this is something that needs to be done to keep the property safe/legal then your Father should pay for this to be done. If it is just that you want new windows, then the same should be done as with the decorating.

Check out Section 11 of the Landlord and Tenant Act 1987 (can be easily found on the web). This details a Landlord's responsibilties in terms of maintaining the property.

As far as decorating is concerned it's at your landlords discretion. Most landlords let you decorate the inside as it is home improvement at no cost to themselves. If the windows need replacing then your landlord is responsible for this at no cost to you.

It depends on if you have an official lease or not.
If you dont, then there is nothing you can do.
If you have, then you need to read the clauses in it. Decoration probably isnt covered, and the windows will prob only be replaced if they are broken

Your father? Just ask him if you can. However, legally, ask for permission (IN WRITING) and receive a written approval. Otherwise, you may get yourself into big trouble in the future. ALWAYS get things in writing in order to avoid "Judge Judy or Judge Mathis".!!!

regardless of who you rent it from and regardless of whether you have a written contract with your father or not you are by law not allowed to alter anyone elses property without written consent.

I read your second question before I read your first one. Came back and now will answer both. What state do you live in? There are very few renters rights in most states. However, fire escapes and decorating are two different things. There must be a feasible way of escape and regardless of weather you rent from family or not it is something that ,by any law, you must have. Now that isn't to say that every window need be replaced and your father probably knows this. He can hire someone at a reasonable rate to come in and give him ideas to make the place fire safe. Also, when you take it upon yourself to replace something in the home this bill is on your head. You rented the place 'as is'. It is not the landlords responsibility to re-decorate just because you don't like the color or the look of something. I know this sounds harsh but if your wanting to get money back for floors you replaced or walls you re-painted, you are out of luck unless the land owner agrees to pay you. Like I said before, there 'ARE' renters rights but you really need to check into these things that apply for the state your living in. I live in Idaho! My husband and I along with my daughter replaced a carpet in her apartment that was a mess when she moved in. The landlord agree to pick up the bill, when we were finished, but as you can guess, it didn't work out that way. He refused to pay, we took him to small claims and lost. He said we never asked permission, and why should he complain about having brand new carpet laid in his rental unit. The judge agreed and there was nothing we could do! Now, I hate to be the one to tell you this but you are renting from your father. I know that this doesn't make a difference to some but, unfortunately it does. You, with eyes wide open, entered into an agreement and moved in. If for some reason you don't like the place it is your choice to stay or go! But, I suggest you look into the laws of your state and do it fast.

What kind of relationship do you have with your father?
I rent off my dad and he says I can do whatever I want to the property, after all it'll be mine whaen he's gone anyway.
...The new windows issue though, if it's to stop draught or water getting in then it's his responsibility to pay for it as a landlord can not rent somewhere out that's not fit to live in, just as if there are any plumbing or heating issues he has to foot the bill for them too. Most landlords don't have a problem with it because you're only increasing the value and "livibility" of the property anyway.
....You must have some serious issues with your pops if he rents you his place and won't let you add your own touches though.

Im sure your dad wouldnt mind you decorating the place, however new windows cost a fortune, if they are in a bad state get him to pay some towards it. If there is no tenancy agreement drawn up you have little rights as you havent signed anything.
