The key words in your question are "living in". That would make it a dwelling which, in turn, would make it a rateable hereditament. And that means that Council Tax wood be payable. The temptation to do all the tree puns is almost overpowering, but I will leaf it alone.

You don't pay tax for your house, you pay it for all the other things council provides. Roads, sewers, parks, etc.
The value of the house is just a yardstick to measure the relative value of properties as a way of apportioning the taxes needed.
If you 'grew; your own house, the value of it could be relatively hard to determine, but appraisers ares killed in this sort of thing, and will afix a value based on the size and use of the structure.

Hehe, thats an interesting question! I would say yes - you pay council tax for the upkeep of the area you live in - local schools/maintaining roads and parks etc. If you are not considered to be homeless then I would say that you would have to pay! |

Council tax pays for Policing fire brigade, road maintenance and bin collection ect

In theory, yes you would still be due for council tax as this is your contribution towards local services. But as council taxes are assessed based on property values just how they would/could value the property would be quite a quandry. |
