I live in West Virginia, and the external stairs which lead up to my 3rd level apartment sway and wobble dangerously, and some nails are coming loose. The gruff bastard of a landlord was dismissive when I told him of this, saying that someone had previously looked at the stairs and gave an all clear. I'm not buying that.
