My friend is moving out of his house and I was looking for a house. His house fits what I am looking for. a 3 bed, 3 bath. I asked if he was renting it or selling it and he said it was being foreclosed on.

It means that he is no longer able to make the payments. He is behind on the payments and it is just a matter of time before the bank will take it to auction. You could ask him how far behind he is and how much all of the fees are that due. You could come up with it, bring the mortgage up current, and purchase it from him on seller financing. It all depends on the numbers though.

The house is being taken away from him by the state or bank.

Foreclosure happens when someone takes out a lone from a bank and they can no longer keep up with paying the bank back. So the bank reprimands them and takes possession of the house or property.

If you wanted to buy the house you will need to talk to the bank that has new control over it, and you can probably get a good deal for it because the economy is so bad.

at some point the person who borrowed the money (the borrower) defaulted on the loan (failed to make the monthly payment) so the mortgage company, (the lender) has gone through the legal process of re-possessing the house. the legal process is called foreclosure.
