no of course not. why should you pay for someone elce.

The first thing you do is write down all the meter readings as proof, and make a note of the date you took them aswell.
If your still unsore you can send a COPY of the readings to your landloard.

No you are not responsible. The best way to deal with not being sent these bills is to supply a copy of your rental agreement to these companies showing that you live there and the date you moved in. The companies will then bill you from that date.

No, of course you are not. As a landlord, I always arrange to contact these service providers and inform them that my old tenant is moving out and give them a forwarding address for their final bill and any other communication, and then set up a new account for the new tenant. That new tenant is then responsible for the bills from the date of their moving in. If you landlord or agent hasn't done this you can contact the services yourself and inform them what date you moved in and they will set up the account for you. You are only responsible for the bills from the date you took the tenancy.

the previous tenant is responsible for their bills not you !! why would you even think you have any responsibility for people that lived there previously and had bills in their name not yours ?

No way! contact your suppliers ASAP and tell them when you moved in and the date that you are responsible for and they will charge you from there! Make sure you get meter readings when you move in!

Not responsible for that. You did not sign for them. That is not your debt. Look at the bills. I even doubt if you will see that because it is not yours. The bills will not reflect your name on it. Do not worry, and slap that explanation on his face if someone tries to collect from you.

Nope...the landlord isn't either. It is the utility companies job to get the money out of them.

You and your landlord will hopefully read your gas and electric meter together, fill in the forms for reconnection and bill status. Send it off.

So I guess you should not be paying ex tenants arrears.
