If you think it needs cleaning and they have charged you for it..... it is only fair that you see a copy of the bill for the cleaning and a receipt for you money they have spent! Otherwise I would say to them' No receipt and I'm not paying! Could this be obtaining money by deception?

On my contract is stated that we will be charged £20 (I think) if the house is not cleaned. So, in my particular case I know they will charge me if the house is a mess. But I don't think they can do that.

They can only charge you if they have a proper bill detailed with wahat the cleaning company had to do

no they cannot! my ex landlord tried to do something similar, they withheld my bond and claimed they had redecorated one room, and cleaned a blind. i liaised with shelter a housing advice specialist and registered a claim against my landlord with the county court.
the landlord could no make a charge for their own labour, and when we asked for receipts of paints etc they went and bought them that day, which was not acceptable as they were claiming they had already done the decorating before the new tenants had moved in.
as the agent refused to give me the landlords details i sent county court papers to the agent, as they were the ones dealing with it all, and they were holding the money in dispute. - on receipt of the court papers they sent me a cheque for the whole amount!
the clerk at the county court was very informative, and helped me with the court process.
So make sure you fight your corner as they can only charge for materials, and professional labour (not their own labour) and only if the work has really been done, and was done before the next tenant moved in.

i own a cleaning company and we do jobs like this every week, most landlords ask for details of every aspect of the cleaning we do at the property to be put on the invoice

if they have told you they cleaned the property but you know they didnt they cannot charge you for it,my advice speak to citizens advice they know alot more about conning landlords

Actually Rebecca is partially right. A new law went into effect mid time this year that LL's can now charge you for their labor for cleaning as well as materials. However the labor charge cannot exceed a certain state limit.($10.00 per hour in our State of MI) and the hours must meet a certain criteria in accordance with the job. For example. A 8X10 room can take 4 hours to clean. That is hand wash ceiling, walls, windows, blinds and all woodwork. That does not include carpet cleaning which is a seperate job. Figure each carpet takes about 1/2 for NORMAL cleaning and 1 hour for heavily stained carpet. etc.
When the LL sends you his accounting, he must include a detailed list of what was done, the charges, and receipts to prove he did it. As far as the cleaning goes, he charges his labor and any supplys he bought. NOT supplys he had. He must show current receipts for supplys.

depnds how it worded in the contract.

If they say they will keep the property clean...then thats opinion and they can decide what "clean" means.

If they say they will clean for 5 hours , then they need to do that.

I wouldn't use withholding payment as an action. Landlords love it when you do this because it puts you in breach of contract and gives them all the power.

Why do you care if they clean it or not though ? If they charge you, and then they clean it, so what, you've left a clean place. If they charge you, and don't clean it, they are left with a dirty property for the next tenent, its down to them to sort out, not you.

It would be different if you were going into a property, and they charged you and didn't clean it.....but leaving...its not your problem.....

Adn whos to say they are not charging you for a cleaning service they intend to do in a couple of months ? You'd never know when they clean it and so probably have no arguement.

what are my rights when I moved out of my apartment, I forgot to take my fire box which contained my passport and citizenship papers. The landlord refuses to give them back to me. He claims I took his sheets, tv, silverware, pillows and dishes. I did not nor did he have a inventory of what he's claiming as part of the lease. What is my course of action?
