Curtains are considered personal property (they go with you). However, the pole, the curtain rod, or anything attached to the building or custom made to fit in a custom place in the house is Real Estate Property… the only way for you to take those with you is to specified in the contract that you will be taking it down.. FIX ANY HOLES you leave after taking it down.. Other wise that is consider destruction of private property if after closing and funding the new owner find that there.
Pretty much the house must be in the same shape as when inspections and walkthrough were completed.

You are only required to provide window coverings if you are renting Section 8. Even then it is "coverings", not curtains. Blinds are the way to go.

Depends on the state. In the state of Illinois the landlord is required to provide window coverings at a minimum, blinds or shades. Most people don't know this, but check your local landlord/tenants ordinance found at the local city hall.

No. That is their own personal choice and money. Of course, they keep the curtains or throw them away when they leave there.

However, it is customary at least in the U.S. for landlords to provide blinds or window coverings of some kind. However there is no obligation to do so.

No obligation. But the property manager of my apartment provides blinds. (I brought the curtains)

It's nice that blinds are provided because they can get so expensive and sometimes it's difficult to find the correct size.

anything considered 'cosmetic' is not required. you must furnish working plumbing, electrical, and heat. no holes in floor or ceiling, and security (doors that lock).

If it is unfurnished, then the answer is, "No".

most windows are usually 30x60 unless it's a double pane. my apt, provided the curtain rods,i had to buy the curtains. when i leave, the " Rod's" stay. the owner/landlord isn't under any obligation to provide furniture, curtains, light bulbs,or any other furnishings, unless it's in the contract or they put it in writing. by the way, if they tell you, you can do something, make sure you get everything in writing. never take their word. it'll come back to haunt you in the future. if you were to go court over anything.
