Check out your local by-laws, they should apply.

Sometimes, apartment buildings can be very poorly insulated for sound, so unless it's unsociable hours, very loud noise like parties or hammering or something, there's not a lot you can reasonably do.

Whether they own the flat or not, noise travels and causes a nuisance to those around them, and so you should contact your local council and report the noise. Try keeping a diary of incidents of loud noise, but make sure you contact the council

First point of call, ask them nicely not to disturb you.
Second point of call, look for your local council's website, they will have a noise department within Environmental Health, often with a late night noise patrol who will come out and issue ASBO type warnings etc.
Third point, if you live in flats, there will be a lease, this will most probably prohibit excess noise. It's the freeholder (or often management company in big blocks) who have to enforce the lease.
Doesn't matter if they own or are renting, if they're in breach of the lease they can be evicted. Obviously this isn't the easiest of things to do, so would be a last resort.

Maybe if they realise how much they disturb their neighbours they will try to be a bit quieter.

i live in a flat,they are ment to keep the nose levels down,because sound travels around the flats quite easy.if your having problems,i would go and see your housing association,if your with one,or your local council :)

police will do sod all. Enviromental health can try to help, they may give you recording equipment and tell you to keep a journal. But it takes months. In England today the only way to sort out these problems is violence.

You can still report them to the environment agency and they could end up in court with a fine if they don't keep the noice down!

In a democratic society like ours, every body have an equal privilage and right so disturbing others is never encouraged in any form..

You are to understand that your neighbours even though they own their are human being like you and they whould treat you like they way they will want others who are above them to treat them becos is what you give to others you also receive in another form.

The only simple laws is that all noise should be between bearable level and in this case, it will not be as a disturbance to others.
