Without a doubt, San Diego. I grew up on the LA/Orange County line and got sent down to San Diego when I joined the Navy about 25 years ago. When I got out and had to make the choice of staying in San Diego or going back up to the LA area, it was a no-brainer. I've been in San Diego ever since.
I can't stand going up to Orange County or LA anymore. To much traffic, smog, people ... and the people up there are so full of themselves. San Diego is more like a smaller city, even though it's the 6th largest in the country. Everything's close by and easy to get to. Sure, there's traffic during rush hour. But, it's nothing compared to LA or Orange County (or even a place like Atlanta, for that matter).
And, over the last couple of weeks, while the midwest and east coast were battered by thunderstorms, tornadoes, and flooding, it's been sunny and in the mid 70s here every day. Also, if you study the plate tectonics that make up the major earthquake faults in California, you'll see that the faults come down through San Francisco, down through LA and Orange County, and then cut over to the Mojave Desert. They don't even go through San Diego. And, if you're concerned about wildfires, don't live out in the brush-filled rural areas.

Personal experience... I LOVE San Diego. I lived just north of the city in Fashion Valley/Mission Valley area.
Sure is expensive & traffic sucks, but worth it for the weather, events, people, culture, & beaches. |
