I am guessing in general it is in the middle of Iowa or Nebraska, anywhere that farming is not making a living.
I also think that acreage in the Rocky Flats near Denver, particularly downwind from the nuclear dump sites, are a real giveaway nowadays |

Its not the lowest but in Pittsburgh the Cost of Living is Very Very low. The fact that its a city and the living is so Cheap you can make a decent living there. |

I'm not positive, but I hear that the land in the surrounding states that was wiped out by hurricane Katrina is real inexpensive. Not a joke, I have family in those states. |

Probably in Alaska.
The cost of living is great. There are no property taxes where I live, and fishing and hunting help with the food bills.
We have no state income tax or borough taxes either.
Cord wood is cheap, usually free for the taking of $50. a cord for butt ends, we have a well so no bill there.
I pay for phone and electric. That's it.
Go to Google and look up Tok Alaska Winter Cabin...
O, and we get money called the PFD every year too
