Who do I talk to about my slumlord?
Oh my god I have THE biggest problem right now and I don't know who to talk to,
I have lived in my apartment for over four years in Venice ca. My rental agreement states that I pay $800.00 with my utilities paid (electricity and gas) When the first owner sold it, The new owner asked if I could put the gas account under my name and simply deduct if from the rent. (to avoid further disconnections)The building was sold again this time the management company came and asked about my rental agreement. I showed them the agreement and told them about the gas deduction and they understood and have been living without further annoyance. Now, the owner has let go of the management company and wants to sell the property but has brought over the electricity bill to me and is demanding I pay it although the bill is under her name. I explained to her that I am not responsible for the utilities as stated in my rental agreement. the electricity and gas that runs throughout my apartment is connected

to the washer and dryer,garage door opener, and actual garage system connected right behind us and it is all labeled Apt B, that is why utilities are covered. Now this year starting Feb 2008, she raised the rent from $800.00 to $840.00, this is understandable. But as soon as I explained to her the situation regarding the electricity bill, she sent me today another rental agreement for $990.00 plus wants me to pay the outstanding electricity bill. I know for a fact it is illegal to raise the rent more than once a year and illegal to make me pay her outstanding bill, I told her this when we spoke over the phone and she said and I quote "it's only a couple more hundred dollars..."
I have not signed anything but I do know this is illegal. She hung up on me saying "call me when you take care of the electricity bill..."
Also for the past 2 years the whole complex as an entirety have been asking for repairs for plumbing damage. The damage can be seen all over my apartment, from rotting walls

Before the present landlord started doing the right thing, every one else "dropped the ball".

She's entitled to get what ever she wants AND whatever the market will bear.

There's just too much confusion between you and her. The time to stop "whispering down the lane" is here. Your landlord wants a new lease signed by you with her rent AND her terms and conditions.

I think you should look for another apartment and move - ASAP.

If you have water damage in your apartment, contact the local health department as this could cause mold to grow in you walls and floors and that is extremely unhealthy.

If it's a dump why are you living there?

If you didn't sign the first rent increase then it wasn't official and was not in effect and she simply rescinded the offer and made a new one.

You are still operating under the original agreement. However, if that lease is over she is free to notify you of new terms which you can accept or move out.

Well I would say call the property management but if there is none then call an attorney! If it's written agreement then it should be legally binding. The only way I can think of it not being is that because it was written under another owner. Just call an attorney and tell them your situation, they will tell you if you can sue or not.

First you were what they call grandfathered in that means youve been there since a few owners ago and they should respect that but its not a requirement they have to follow, Secondly to start something go to the BBB and file a complaint on this company the more complaints they get the better their chances that no one will used them anymore. Then start a petition thru the apartment complex get as many signatures that you can to take to the state or county and someone will direct you from there.

Nothing you simply pay your rent as per ur agreement. If she tries anything nasty with u call the cops, threaten to sue her. I am sure she wudnt wanna pay couple of thousand bucks for a couple of 100 bucks.

Every city has an entity who is responsible for making sure that landlords follow all city codes. Any verbal agreement or asking by her to pay the electricity is null and void until she makes a written statement. You need to go through and document everything from the ceilings to the faucets and take pictures. After you have everything documented, even her harassment, take the information to the city. You can always look up local rental laws for you city on the net. If everything you have said is written into the original rental agreement there is nothing she can do.
