Recently the sewer bill for my apartment came (it apparently only comes once every 3 months). My lease states I am responsible for hot/cold water, electricity, and heat. It also says that the landlord will take care of the lawn and the leaves (although this was added in pen later). It does not mention anywhere who is responsible for the sewer.
My landlord claims that I am responsible for paying the sewer bill. Her reasoning is that both the sewer and water bill are calculated using the same meter thus the sewer and water are the same utility and, since I am responsible for the water, I must also pay for the sewer. She also says that tenants are always responsible for all of their utilities (but there is no clause in the lease like this) so I have to pay for it regardless.
My claim is that the water and sewer bills are separate and come from two different utility companies, and they provide difference services - thus they are separate utilities. Therefore, I am not responsible for paying for this bill because it is not stated in my lease.
So who is right? I am willing to take this as far as I need to go, but I'd rather not waste anyone's time if there is a clear answer that I am just not aware of. Thanks! Additional Details According to Connecticut (where I live) Landlord/Tenant law,
"Unless the rental agreement states that the tenant is
responsible, the landlord must supply running water
and reasonable amounts of heat and hot water."

So, by law, the landlord is responsible for heat and water (and possibly sewer then?) unless otherwise specified.
All of my other leases with previous landlords have specified who pays for both the sewer and water -- they have always both been listed on the lease. This is the first one that hasn't.
As far as the water and sewer being the "same" bill, why do they come separately from different companies? The two companies don't even serve all of the same areas. They just happen to overlap where I live. |

Generally the water and sewer is all handled by the same "company", the city you live in. But, that is not even relevant, it is your bill.

In multi-family dwellings the landlord is usually responsible for sewer and water and sometimes trash removal.
I would never ask a landlord to ADD responsibilities to my lease. |

The landlord needs to be more specific in the lease but water/sewer is seen as one bill. Therefore you are responsible for it. |

You MAY have a technical point but I would also lay heavy odds that if you "take this as far as I need to go" that the decision would NOT be in your favor.
Its pretty clear that the INTENT is that you are responsible for ALL utilities.
Be ready to move when your lease expires as your landlord will likely decline to renew your lease, I know I wouldn't |

If you pay water, you should pay sewer. Usually, they are calculated together. (what goes in, must come out)

Without sewer, you have no place for the water that you pay for to go. You are responsible, but I think the land lord should state in the lease water/sewer. Do you pay cable? Phone? Internet? Trash removal? Does it state those? |

It seems like you have this all figred out but I'll add my .02 into the mix.
Leases are inclusive documents. This means thy list all items that are included in them. as it is a landlord's legal agreement, items that are not specifically included are assumed to be excluded. this means if he didn't state that he would be responsible for paying the sewer bill then he is not, unless it is covered under local laws. The local law seems to cover running water but doesn't include sewer. Laws are much the same, they are inclusive. Because the law does not specifically include sewer it is expected to be excluded.
A point of example is if in your rental lease it states you are renting "a residential house consisting of 2 bedrooms, 1 bathroom, living room, dining room, basement, kitchen and front porch" then that is what is included. there could be a garage attached or detached from the house but because it was not included in the lease then it is not assumed to be part of the rental. It is excluded specifically because it was not listed.
