Council tax is due to the occupiers, that is the people who "enjoy" the facilites of the council.

i.e rubbish collection, street cleaning, libraries, schools, etc...

depends on the contract. Some rental agreements include bills others do not. Check your contract.

It is you who pays the Council Tax. You must register with the local council (discount if you are sole occupier) and they will bill you accordingly. If the landlord had any sense, he would inform the council regarding the change of tenant to ensure the details are registered.
