Well where I live it is up to the owner. I have lived in places that pay the water and places where I have payed the water.

in my personal opinion, the tenant should pay since they are the ones using it. however, ultimately, it is up to the owner who will pay it.

If it's an apartment, the water is usually paid for by the landlord and he has that cost covered by the amount of rent he charges. If it's a house and the house has it's own meter, then the tenant pays.

It depends. And I'm not sure that what state you're in matters. Sometimes places will add a fixed amount onto the rent every month -- other places actually send you a separate bill based on metered usage. The apartment I'm living in now has a water meter on the hot water heater. So far, after living here for 3 months, my water bills average $30 a month. I live alone, but I can only imagine what it would be if I didn't.
I DO consciously conserve water.

It depends--the tenant should know ahead of time if he is going to pay for the water before he signs the lease and then decide if the rent plus the water sounds like a fair deal to him. It shouldn't be a surprise.

Usually the tenant, but it should say in the lease. If you are currently trying to agree on a lease then it's debateable but usually the tenant.

There is No should , only what the rental contract says .
Some multi-tenant buildings do Not have individual meters so the landlord factors it into the rent but he receives the bill .
Some places have individual meters so the tenants have the bills in their own names .

All depends on the construction setup and if the water company put in separate meters .

in an apartment it is usually the landlord who pays

In a house, condo, townhouse..almost always the tenent,

But the answer is what is in the rental/lease agreement

that is what counts

The tenant obviously, since he's the one who uses the water. But it's still the owner's responsibility to the water company that it gets paid. Unless the tenant has a contract with the owner that he is responsible for it.
