The property manager or landlord. If you are concerned about that I suggest you take pictures of the apartment before you leave. |

Whoever the property owner has authorized to act on his behalf in such matters. |

in 96% of all circumstances, it is the
prop mgr. AND the tenant should
walk through and be handed a copy of the initial walk through and compare the current condition to
the exiting condition. |

Either the owner or his designated representative. Such as the manager or whoever is in charge. |

Usually the property manager/landlord and they check for any damages. |

Usually the property management or the owner. I don't think that I have ever heard of a public inspector doing that unless you are talking about a publically owned property. |

The property manager or the owner does inspect the apartment after you move out. |

Not a public inspector. It will be the landlord himself or someone he pays to do it for him |

Your landlord can do it there self so take lots of pictures and have witness with you at the time. You could always ask them if they can inspect it on the day you give back the keys |

Depends on what your lease may say. Should be management. I would make sure you are there, walking through with them and bring a friend or relative as a witness. Find out when the deposit will be refunded (usually within 30 days). Just like with the move in walk through, they should put it all in writing (things like scratches, marks, dents, etc.) |

You should had went through the apartment when you first moved in with the landlord to find any problems and then when you move out you do it again. If there are any problems he'll let you fix it or take it out of the monies from security deposit. It is your responsibility and no others. |

property manager usually. I would take as many pics before I moved in and after I moved out so if you are being blamed for something you have proof it was like that when you moved in so you get your security deposit back. |

The landlord, or anyone the landlord appoints to do the walk thru on their behalf. Just be carefull with those "move out checklist" some apartments make you fill out. They will , and usually always, find some teeny tiny minor thing, and then charge you for a full clean aka keep your deposit. |
