Most homes in that price range anywhere in the US will be in need of lots of work. We have plenty of homes in the Kansas City inner city area that go for that, or even less. Right now on the MLS there are 417 homes under $25,000 here (84 of these are under $10,000!).
A big part of this is the slow housing market, and all the foreclosures that are starting to flood the market. Another thing that has hurt Detroit specifically is unemployment. It will be interesting to see how long it takes for that area to turn around.
You will have to do your own research to see if that is the house for you. Check out the neighborhoods, schools (if that's important to you), shopping and other amenities. See what kind of repairs the home will need, and what it will cost to repair.
The next issue will be finding someone to finance a property that needs repair work. It can be done, but you may have to be creative in getting it done. |

You might want to check the location and condition of the properties being offered for this price. With any kind of luck, they might have plumbing and at least one window which is not shattered. |

Technically Detroit is considered a "depressed area"
that is why a lot of homes cost under $100,000.00
In North Dallas, Richardson, Garland Texas.
A four bedroom home can cost between $150,000.oo
to $200,00.oo...
This is considered a good economy area.
In Los Angeles, California the same four bedroom
home can cost about $500,000.oo to $900,000.oo...
Again this is also considered a good economy area
however, you'll be paying thru the nose for a decent
home in the LA area.

Detroit is a depressed area. The car manufactures are all closing up shop and leaving. So you would not have anyone renting or wanting to buy there.
