The answer to your question is simple. Trailer parks or mobile home parks provide an opportunity to cheap affordable housing. And since housing is perhaps the biggest household expense, this leads to the development of mobile home parks. Essentially the demand for housing equals the need for the parks.

Because they were big money back in the day. Now many of them are being taken down because more money can be made with a nice apartment building. Sucks for the people living in them when that happens.

It is the cheapest way to the American Dream. I live in a moderately affluent town and we have 6 trailer parks! I don't fault anyone for living in them, I fault them for being trailer trash.

Because trailers are cheaper than houses and are mobile and a lot of people in poor areas live in them.

Trailer parks are able to charge people who live in them rent without paying for things like maintance that are required for say an apartment building, it's a low risk high profit enterprise especially in rural areas where large amounts of people can't afford regular houses but want to live in a "neighborhood" with a social setting.

Typically trailer parks aren't found in particularly urban areas in the United States since that land is more profitably used for houses, condos or apartments.
