i have 7 tenants in two apartments in e stroudsburg PA?

If they're violating city regulations about noise or parking, by all means call the police and make a report. The police will put a stop to the underage drinking and will probably call their parents as well.

i know the area you are speaking about, my question is "do you expect to have anything left once they move out?"

you have to know party kids will trash the place. i went that route once, and swore never again.
not only did i have to literally gut the place, it was the first time i ever had to just throw out
a stove, refrigerator and toilet.

Do you not have leases with rules, such as no illegal activity or maintaining city ordinances, quiet enjoyment of others? If they are not following the terms of your lease, give them notice to evict them if they don't shape up. If you have no rules stated or no agreement in place, you can still boot them, just put everything in writing. You can be held accountable if someone is hurt in the neighborhood, etc.

You have no legal obligation in terms of what they do in a rental. When there is a lessor-lessee contract, you are providing a safe habitat for your tenants. In return, you receive consideration (money). You will have a problem if renting to under 18 year renters, but if renting to 18 and above, that rental space is legally their residence that you cannot interfere, (renters' rights). You cannot interfere in any way, and are not held legally responsible for their actions.

The real problems you will face are:

A. a drunk falls of the porch, stairs, etc, and injures himself. If the tenants had written and verified that the conditions of your property were in need of repair, and you had not, you are liable. I'd suggest giving a 48 hour notice of repairs to check on your property.

B. The drunks are beating up your property. I'd suggest giving a 48 hour notice of repairs to check on your property.

C. Your tenants may eventually stop rent payment.
