I'm not in the UK, but I can tell you a few things about starting a business. First, you asked about a "free" business, I assume you mean there is no fee to start. However the only business that would fit that profile is one that you start yourself based on your own idea, or some existing type of business (such as running a deli, or resaurant, etc...)

However, just because you don't pay anyone a fee, doesn't mean you won't risk any money. It usually requires a significant sum of money to start any viable business. For instance, if you start a store, you need an inventory of products to sell to people. You need to advertise to get people to come to your store (advertising can be very expensive). Don't forget rent for the store space, utilities, etc...

The other route to go is to buy a franchise. Of course starting a franchise involves paying a lot of cash up front. The benefit of having a franchise is that you are starting under a successful business concept and model that has already proven itself, there fore your risk is lower. For instance, if you start a McDonald's restaurant, you know that it will be attractive to a certain segment of customers, and you know that many units are very successful.

However, be careful because many franchises are not very successful, and aren't worth putting your money into. You have to be willing to do a lot of homework to find a franchise that is worth your risk.

Finally, risk is the one thing you will never be able to sidestep when starting a business. Business is risk by it's very nature. If you want to be a business person, you will need to understand the concept of risk. If you don't come to an understanding about risk, and what risks are worth taking versus those that aren't, then you're in for some very very hard lessons.

I suggest you read some books about starting a business. There are many available. Look at your local library. Educate yourself so you will be able to meet the challenge with open eyes. This alone will reduce your risk.

There is no such thing as a free business, no matter what you start it will cost something, even if it is just stamps and phone calls.
If you ever see a business that claims that there are no start up fees, forget it.
In the UK at present there is one business that stands out above all others, so much so that the American billionaire Donald Trump, has endorsed it as probably the best in the world today.
With this business you would be in business for yourself but not by yourself as the opportunity has a support system second to none.
