Look around your neighbourhood, ask your mom if she knows anyone who may need a babysitter or ask a friend.
If you don't know this already you need a certificate/card if your babysitting someone you don't know, like they may ask you for it so keep it with you. If you don't have one you can do a babysitting course.
P.S. If it's someone you don't know be careful always have a cellphone with you (if you have one), and tell your parents the time you'll be back just in case.....there are very sick and twisted people out there gl :)

I think a good way to start would be to list an ad in the newspaper so that people that are looking for babysitters can read and give you a call..
Also, go to local coffee shops, and other popular places for mothers or new moms and post fliers.
Just simply say something like:
"Looking for a babysitter?
Offering babysitting for local families.
15 years old.
Responsible.
Fun Loving.
Interested?
000-000-0000"
Sometime along those lines.
