Legally, you can. Logistically, it's going to be difficult, unless you plan to be an absentee owner. The fact of you owning business in the U.S. does not change your immigration status, so you are still expected to stay in the U.S. no longer than your I-94 is valid for (for business visitors, this is typically 90 days from the date of entry, but immigration officials at the border have substantial discretion, so it can be longer or shorter). Also, there will be that pesky matter of tax withholding; the U.S. will withhold income taxes on any dividends that the business pays to you. Whether or not you can get a tax credit for that in your home country, depends on the provisions of the tax treaty between the U.S. and your home country; it there is no treaty, you may have to pay income taxes on the same income twice, first in the U.S., then at home.

If, however, you are prepared to invest at least $1 million in a business with at least 10 U.S. employees, you can qualify for an E visa, which allows you to live in the U.S. full-time...

Why not? Lots of people have done it. It depends on what you're looking for? Are you interested in something specific? What about working from home? Interested in additional streams of income working from the comfort of your own home? Robert Kiyosaki says it's the best way to go. If you legally can start your own business here in the US, then do it. You have that freedom. That is what America was founded on, the system of Free Enterprise. Anyone can own a business, and actually that is why British people immigrated here in the first place...and every other culture in Eurpose and Russia and around the world...they wanted to have people stop ruling them, nd they wanted to be the boss. Hmmm where did America go wrong? <scratches top of head>

Anyhow, again...if you can legally own your own business, do it.

Anyone is a sole proprietorship who doesn't file any docs. This means you would be responsible for any losses. For any other type of business entity you would have to file the correct forms.
