Yes. The only possible complication would be if you were starting a similar business to one that you sold and you signed a "do not compete" document.

If you didn't do anything illegal I don't see why not. Just make sure you have whatever permits or license that is required by the city.

You can sell your business and start one 25 second later if you want to... in the same country. There is no law against how many businesses you are allowed to own, as long as you pay taxes on them.

Yes, but there may be stipulations. Depending on how you sold the business, you may not be allowed to reopen the same business in a nearby location. If it is a Tavern or Restaurant that serves alcohol, you will have to reapply for all new permits and licenses, etc. If you sold restaurant as part of a bankrupsy there may be stipulations as well. Other than legal reasons that you brought upon yourself, there should be no reason you can't sell your business on Monday and reopen a new one on Thursday.
